<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus which controls an image deterioration due to a generation of a moire, improves a compression ratio, and reduces a necessary storage area, an image forming apparatus which is provided with the image processing apparatus; a computer program which achieves the image processing apparatus by a computer; a recording medium which records the computer program; and an image processing method. <P>SOLUTION: When a user designation obtained from an operation portion 36 does not require a data conservation; a quantization factor calculator 25 selects a quantization table corresponding to a magnification ratio to a horizontal direction and a vertical direction of the user designation obtained from the operation portion 36, and outputs it to an image compressing portion 26.
