PROBLEM TO BE SOLVED: To provide a method for joining a pipe and a plate, wherein the weight of a joined structure in which the plate is joined to the pipe can be reduced. SOLUTION: A short cylindrical seat part 8 is formed integrally at a circumferential edge of a through-hole 6 of a plate 5. A pipe 1 is inserted in the through-hole 6 of the plate 5, and the seat part 8 of the plate 5 is superposed on an outer circumferential surface of the pipe 1. A die for expand working which is divided in a plurality of segments in the circumferential direction is arranged in a hollow part 3 of the pipe 1. In addition, the outwardly swelling quantity of the seat part 8 is regulated by a regulating member 30 arranged on the outer side of the seat part 8 of the plate 5. In such a state, by moving each die segment 11a of the die 11 outwardly in the radial direction of the pipe 1, at least a part of a part 2 for expand working consisting of an inserted portion 2a of the pipe 1 in the through-hole 6 and portions 2b in a vicinity of both sides in its axial direction is expanded to join the plate 5 to the pipe 1.
