PROBLEM TO BE SOLVED: To estimate a water immersion time and a dry time for a cable containing optical fibers, such as OPGW on the basis of the transmission loss of the optical fibers and perform appropriate lifetime estimation taking into consideration immersion of the optical fibers in water, on the basis of the water immersion time and the dry time. SOLUTION: The water immersion time and the dry time of the cable that has optical fibers built in are estimated. On the basis of breakage probability characteristics, indicating temporal changes in the breakage probability of the optical fibers in a dry state and temporal changes in the breakage probability of the optical fibers in a water immersion state and the determined water immersion start time or the dry time, temporal changes in the breakage probability of the cable are estimated; and on the basis of the estimated temporal changes in the breakage probability, the lifetime of the cable is estimated.
