The system includes a retractable hose device, including a hose and a device for retracting the hose, and a fluid directing nozzle connected to the hose. A proportioning device is connected to the hose which includes a first input for receiving one or more of a cleaning agent and a sanitizing agent, and a second input for connection to a supply of diluent.
