PROBLEM TO BE SOLVED: To improve a coding efficiency, a compression efficiency or a transmission efficiency when transmitting image data.

SOLUTION: Classification adaptive processing section 24-1 to 24-n calculate a prediction value corresponding to a target pixel of a predicted frame stored in a prediction frame memory 21 by using pixel data configuring the classification adaptive processing, based on a prediction tap at each position within a searching area having, as a center, a target pixel of a reference frame stored in a reference frame memory 22. A comparator 25 detects a prediction value minimizing a difference between the prediction value and a target pixel value. A quantizer 28 quantizes a motion vector specified by the position of the prediction value and the position of the target pixel and transmits the result.
