Water pump with eccentric flywheel and a cart according to the invention comprises an electromotor (10) which over an elastic conveyor (8) of rotary motion, supports rotation of eccentric flywheel (5), the axle (7) of which rotates in a ball bearing (6) is fixed to a cart (4). Due to rotation of the eccentric flywheel (5) there comes about that the cart (4), forcefully oscillate inside the grooves (2) and (3), between the shock absorbers (16) and (19). The cart (4) have a piston (14), rigidly connected to the cart (4), and the piston oscillates in a pipe of the pump (15) absorbing in that way water from the input pipe into the output one of the pump (15). Besides the electromotor (10), the device can be driven manually, by the hand of the operator acting upon the handle (13), being fixed to the rim of the wheel (12). Belt (11) transfers rotation of the wheel (12) onto the axle of the eccentric flywheel (7). Due to the rotation of the eccentric flywheel (5), the cart (4) oscillates by force, and in the case when the device sets the motion of the electromotor, as well.
