PROBLEM TO BE SOLVED: To provide an air conditioning control system, and an air conditioning control device and a demand control device composing the system capable of realizing energy saving measures while maintaining a comfort level of a room on the basis of indoor and outdoor conditions of the room provided with an indoor unit, and electric energy consumption of the indoor unit. SOLUTION: A means is provided for specifying a control information table corresponding to an alarm type responding to electric energy consumption of the indoor unit. A means is provided for specifying a control coefficient table corresponding to a clothing amount and indoor labor strength responding to outdoor conditions, and reading a control coefficient corresponding to indoor temperature and humidity from the control coefficient table, and a means is provided for reading control information for controlling operation of the indoor unit corresponding to the control coefficient read from the control coefficient table from the specified control information table.
