PROBLEM TO BE SOLVED: To provide a toner supply roller and a method for manufacturing the roller that makes complicated steps such as polishing and cutting unnecessary, that avoids waste in a source material, that has high dimensional accuracy and openings of specified cells, that can maintain toner supply in a preliminarily determined amount for a long period of time and that can suppress generation of image defects. SOLUTION: The toner supply roller has a urethane foam layer molded by supplying a urethane foam source material essentially comprising polyether polyol and isocyanate into a molding cavity of a mold, wherein the molding cavity of the mold has a surface made of a non-straight chain fluorocarbon resin containing tetrafluoroethylene-perfluoroalkylvinylether copolymer. The urethane foam layer molded in contact with the molding cavity surface has a surface where the area of cell openings 4 possesses from 50% to 90% of the entire surface area and the cell wall width (a) is in a range from 10% to 70% of the average cell opening diameter.
