PROBLEM TO BE SOLVED: To prolong the lifetime of a fixing belt by minimizing the breaking of the fixing belt arising due to biasing of the fixing belt and strong contact of its end edge with an edge guide. SOLUTION: A weak section over the entire periphery is formed on a substrate layer 61a of a non-contact region S1 with which a paper sheet does not come into contact at all at both ends of the fixing belt 61. The weak section is exemplified by a groove 8 or perforations 82 formed on the outer peripheral side or inner peripheral side of the substrate layer 61a. The breaking starting from the end edge of the fixing belt 61 is guided to the weak section and the weak section breaks preferentially, due to which the further progression of the breaking into the inner side is obstructed and the breaking is minimized.
