A system and a method for processing information, and a program recording medium are provided to process electronic payment in a client terminal, like a personal computer or a notebook computer, of a member shop without passing the payment network by installing a payment terminal emulator received from a credit card company to the client terminal and enabling the terminal emulator to encode/transmit payment data. An information generator(470) generates or extracts an authentication code corresponding to member shop information. A storing part(460) stores the authentication code at a storage medium by linking with one of the member shop information. An encoder(475) encodes more than one information to be included in a payment approval request message of the member shop by using the authentication code. A program provider provides a program for processing a payment message including the encoded information to a member shop terminal. A message receiver(485) receives the payment approval request report from the member shop terminal. A message processor(490) extracts the authentication code stored by linking with the member shop information from the storage medium and decodes/authenticates the payment approval request message.
