PROBLEM TO BE SOLVED: To obtain a hydrophilic coating agent that is processed at a normal temperature and provides a substrate with excellent hydrophilicity. SOLUTION: The hydrophilic coating agent comprises an organosilica sol, a moisture-curable silicone oligomer and a curing catalyst. The hydrophilic coating agent forms a coating film for providing the surface of a substrate with an excellent hydrophilicity. Consequently, even if a water drop is attached to a substrate, the contact angle of the water drop is reduced by the coating film, for example, formation of bridge of water drops in a cooling fan is prevented and reduction in heat exchanger effectiveness is prevented. The coating film formed by the hydrophilic coating agent realizes excellent durability. Consequently, the coating film maintains excellent hydrophilicity of substrate for a long period of time.
