A counter for outputting a count signal with a random count value is provided to perform various operations of a semiconductor device, by outputting the count signal with a random count value. A clock generator(110) generates first and second clock signals with different phases, on the basis of an input clock signal. A counting circuit(120) performs a counting operation in response to the first and the second clock signals, and outputs a count signal having a random count value. The clock generator includes a first inverter(111), a first flip flop(112) and a second flip flop(113). The first inverter inverts the input clock signal. The first flip flop receives an output signal in response to the input clock signal, and outputs the first clock signal. The second flip flop receives the first clock signal in response to the inverted input clock signal, and outputs the second clock signal and the output signal with a logic value opposite to the logic value of the second clock signal.
