MOVING IMAGE ENCODING METHOD

摘要

PROBLEM TO BE SOLVED: To provide a moving image encoding method for encoding an image so that quick random access can be achieved without deteriorating encoding efficiency.

SOLUTION: This moving image encoding method includes a coding step (S102, S103) of coding picture parameter sets (PPS) to be used for decoding all the pictures (pic) included in a random access unit (RAU) when a plurality of pictures are as one random access unit(RAU) and a sequence parameter set (SPS) and a parameter set placement step (S104) of placing the parameter set (PPS, SPS) coded in the coding step (S102, S103) in the random access unit (RAU).
