PROBLEM TO BE SOLVED: To provide a liquid developing device designed such that when a quantity of developer is regulated on the surface of an anilox roller and a developer thin layer is transferred and applied to the subsequent roller, wear of a member due to pressure is less and durability is retained, a drive is small torque and compact, the recess and projection pattern of the developer thin layer caused by the anilox roller is speedily leveled, and nonuniform image density is accordingly restrained, and to provide an image forming apparatus. SOLUTION: The roller to which developer is transferred has satisfactory developer wettability by making the wettability of the surface of the anilox roller with liquid developer lower than that of a roller to which the liquid developer is transferred and applied, thereby pooling the developer only in the recesses of the surface. In such a roller, developer existing parts and developer non-existing parts are formed. Thus, leveling by the wettability is improved without increasing pressure on a restricting member and pressure on the rollers. COPYRIGHT: (C)2008,JPO&INPIT
