PROBLEM TO BE SOLVED: To provide a promoter useful for modifying character of a plant. SOLUTION: The promoter contains a DNA of the following (a) or (b): (a) a DNA having a sequence at the first to 2,595th positions of the base sequence represented by a specific sequence; and (b) a DNA having a part of the sequence of (a), and exhibiting a promoter activity specific to at least one of a conductive tissue and placenta surface. In another embodiment, the promoter contains a DNA of the following (c) or (d): (c) a DNA having a sequence at the first to 2,322nd positions of the base sequence represented by a specific sequence; and (d) a DNA having a part of the sequence of (c), and exhibiting a promoter activity specific to at least one of the conductive tissue, the placenta surface, a stigma secretory region and a receptacle.
