PROBLEM TO BE SOLVED: To provide a filter for display device which can increase a contrast ratio in a bright room condition and can prevent the moire phenomenon and a Newton's ring phenomenon, and to provide a display device having the filter for display device. SOLUTION: The filter for display device comprises: a filter base 270; an external light-shielding layer 230 which comprises a base substrate 234 made of transparent resin and light-shielding patterns 236 spaced from one another at predetermined intervals on one surface of the base substrate 234; and a diffusion layer 280 which diffuses light supplied from a panel assembly.
