PROBLEM TO BE SOLVED: To provide an aqueous epoxy resin composition emulsifiable easily and capable of forming a coating film excellent in anticorrosion without damaging the adhesion. SOLUTION: The aqueous epoxy resin composition comprises an epoxy resin (A), an amine curing agent (B) and water (C), wherein the epoxy resin is a compound obtained by reacting a compound (x1) having an active hydrogen, epihalohydrin (x2) and an epoxy compound containing a quaternary onium salt (x3).
