PROBLEM TO BE SOLVED: To provide an illegal bill extraction preventing device and a bill handling device detecting presence of a cut line by means of a sensor arranged above a conveying line along respective gates for preventing illegal act, in which a bill is collected by fixing a cord and the like to a bill, even when an illegal bill having the cut line formed for evading an extraction preventing gate is inserted. SOLUTION: A sensor 4 is arranged in the position along the conveying line for the bill extraction preventing gates 20 and 30, and the device is constructed so that the cut line BL formed in the illegal bill is forcibly opened by the gates when the bill passes through the gates while the illegal bill B moves forward for identification.
