PROBLEM TO BE SOLVED: To provide a fixing device with which an excellent fixed image can be stably obtained and to provide an image forming apparatus. SOLUTION: The fixing device 90 has a fixing roller 91 and belt-like member 92 which rotate while forming a nip section N by pressure contacting each other and a heater 93 heating the fixing roller 91 and fixes a toner image T to a recording medium P carrying the toner image T by heating and pressurizing the recording medium P while making the medium P pass through the nip section N. The fixing device has a regulating member 95 which is disposed on the upstream side in the conveyance direction of the recording medium P with respect to the nip section N and regulates the displacement of the recording medium P to the fixing roller 91 side of the recording medium P. The regulating member 95 is equipped with a movable section which is displaced according to the fluctuation in the passage position of the end in the transverse direction of the recording medium P and comes into contact with the end in the transverse direction of the recording medium P.
