PROBLEM TO BE SOLVED: To provide a device for mounting a step in a concrete skeleton, which fixes a leg into a holder by the hardening of glass wool by an adhesive, prevents water infiltration from the outside, prevents the holder from slipping out, and positively fixes the holder into the concrete skeleton according to the shape of the inner surface of the concrete skeleton, to thereby prevent the play of the step. SOLUTION: The device for mounting the step in the concrete skeleton comprises a glass wool cap 6 covering an indented portion 3 formed at the leg 4 and impregnated with the adhesive 7; the holder 8 having a closed-end hollow portion into which the cap is inserted to hold the step, the holder having adhesive outflow windows formed at the periphery thereof, having ring grooves formed at the periphery thereof at a bottom and at an intermediate location, and having arched recesses formed at the periphery on a base end side; a water-swelling rubber packing cap 12 engaged with the bottom-side groove formed at the holder and covering the bottom of the holder; a water-swelling rubber packing 13 engaged in the intermediate groove formed at the holder; and a hollow discoid flange 14 engaged with the base end side recess of the holder.
