PROBLEM TO BE SOLVED: To solve a problem there is no method for preventing an illegal act in a scene sharing copyrighted content with limiting the number of terminal devices for reproducing content by means of off-line equipment.

SOLUTION: A device for management of content comprises a content storage means storing content and limiting the number of terminal devices for reproducing that is a maximum number of content-reproducible terminal devices; a terminal list storage means storing a terminal list with terminal information of content-reproducible terminal devices; a partial terminal list generation means generating a partial terminal list composed of the terminal information included in the terminal list; an access means outputting the partial terminal list to the outside; a terminal list update means deleting the terminal information not included in the partial terminal list outputted to the outside; and a locking information control means for deleting again the terminal information already deleted in the partial terminal list from the terminal list when detecting the deletion of the partial terminal list outputted to the outside.
