WIRELESS NETWORK SCHEDULING METHOD AND APPARATUS BASED ON WAITING TIME AND OCCUPANCY

PROBLEM TO BE SOLVED: To provide a method and an apparatus for adapting a scheduler to schedule packets or other data blocks for transmission from a plurality of transmission elements in timeslots in a communication system. SOLUTION: In the apparatus adapted to schedule data blocks for transmission from a plurality of transmission elements in timeslots, the scheduler 102 determines scaled capacity references for the respective transmission elements with each of the scaled capacity references scaled by a combination of a waiting time and an occupancy rate for a corresponding one of the transmission elements. The scheduler selects one or a plurality of the transmission elements for scheduling in a given one of the timeslots based on the scaled capacity references.
