PROBLEM TO BE SOLVED: To provide a liquid discharge head capable of improving the connection reliability between an outer wiring member, which connects a first substrate equipped with a pressure generating element and a second substrate equipped with a control circuit for driving and controlling the pressure generating element, and the first substrate, and a liquid discharge device equipped with the liquid discharge head. SOLUTION: The liquid discharge head is provided with the outer wiring member 54 which electrically connects the first substrate 52 equipped with the pressure generating element 71 for pressing a liquid i and the second substrate 53 equipped with the control circuit for driving and controlling the pressure generating element 71, and a nozzle sheet 55 in which the window portion 55c is formed to cause a nozzle 55b, from which the liquid i is discharged, and the connecting portion of the outer wiring member 54 and the first substrate 52 to face to the outer portion. The window portion 55c is sealed with a resin material. The sealing portion 56 is formed by hardening the resin material in which the sum of a phosphoric acid ion concentration and a sulfuric acid ion concentration is 100 ppm or less.
