PROBLEM TO BE SOLVED: To provide a technology for treating liquid or high water content industrial waste with quick lime which can recycle generated slaked lime, and has a low treatment cost, a reaction control agent, and to provide a treatment apparatus. SOLUTION: The reaction control agent made of a vegetable oil cake and the quick lime are added to the liquid or high water content industrial waste to carry out reaction, and steam and slaked lime dust generated by the addition reaction of the quick lime with the liquid or high water content industrial waste are separated by a dropping water screen and centrifugal force due to a rotary disk to remove the dust.
