PROBLEM TO BE SOLVED: To provide a soil cement wall which is excellent in cost efficiency and execution performance, and which can bear a load in perpendicular direction as a part of a substructure. SOLUTION: A core material 11 is provided with a plurality of H-type steels 12 and a steel member 14, and is buried in the soil cement 13 of the soil cement wall which is buried in the ground of a building. The H-type steels 12 are arranged side by side in the lateral direction, and are extended in the perpendicular direction. Studs 17 are provided on the surface of a web.
