A device for measuring a total organic carbon which has an organic material oxidation decomposition section (4) for converting the organic carbon in a sample water to carbon dioxide, a carbon dioxide extraction section (6) for extracting the carbon dioxide generated in the organic material oxidation decomposition section (4) into the sample water and a detection section for measuring the electric conductivity of the water introduced from the carbon dioxide extraction section (6) in order to measure the amount of the carbon dioxide being extracted. A syringe pump (12) is provided at the downstream side of the detection section (11) in a flow path (16) for measurement where the water flows from the carbon dioxide extraction section (6) through the detection section (11), and the flow rate of the water at the time of measurement of the electric conductivity in the detection section (11) is controlled through the suction by the syringe pump.
