PROBLEM TO BE SOLVED: To reduce overhead with a periodic traffic and to reduce retransmission delay with an aperiodic traffic by switching retransmission control according to the classification of traffic. SOLUTION: The wireless base station is provided with: a traffic identification part for judging traffic classification of input data; a resource management/assignment part for assigning a wireless resource to the input data at a constant period and in a constant pattern when the input data is a traffic suitable for the periodic assignment, and for assigning usable wireless resource sequentially when the input data is other traffic; and a retransmission control switching part for applying synchronous retransmission control to the traffic suitable for the periodic assignment, and for applying asynchronous retransmission control to other traffic when the retransmission is requested.
