PROBLEM TO BE SOLVED: To provide a program recording system and program recording method which are doubled by reducing an operator's workload and suppressing device scale. SOLUTION: A materials management server 1 outputs to both video servers via a control network 4 a first recording command for writing and storing a video signal of a program content which an encoder 1A has inputted to a video server 2A of a current system from a content supplier CS and encoded in a storage device 22 and recording it, a second recording command for reading the encoded video signal stored during writing and outputting it to the video server 2A while at the same time writing and storing the read encoded video signal to a video server 2B of a standby system. The video server 1A outputs the encoded video signal read from the storage device 22 to the video server 2B via a data link 5 for transmitting and receiving high-speed data, whereas the video server 2B writes and stores the inputted encoded video signal to the storage device 22 of its own device and copies it.
