PROBLEM TO BE SOLVED: To provide a film for forming an ornamental layer excellent in weatherability and drawability, and causing no fracture and abnormal appearance. SOLUTION: The film for forming an ornamental layer has a top coat layer formed from a polyurethane resin, and a carrier film. The polyurethane resin comprises a polyurethane resin composition containing: (1) a polyisocyanate having at least 0.5 equivalent weight of one or both of an isocyanurate and an adduct of isophorone diisocyanate; and (2) at least 0.4 equivalent weight of a polyester polyol such as caprolactone diol having the average molecular weight of at most 1,000 for all polyols with the proviso that the equivalent ratio of the polyisocyanate to the above polyol is 0.7-2.0.
