A low-cost fuel cell is provided to obtain a simpler circuit constitution than the conventional system and reduce a production cost thereof by omitting a converter. A low-cost fuel cell system includes: a fuel cell(310); a charger(320) which is directly connected to the fuel cell; and a battery(330) which is directly connected to the charger, and supplies an electric power source to a load and supplies an initial electric power source to a driving device(340) of the fuel cell at the same time. The fuel cell system further comprises a charger controller for controlling an operation of the charger. A first filter capacitor for rectifying an output power source of the fuel cell is further included between the fuel cell and charger.
