FIELD: construction, particularly means to heat waterproofing layer of membrane and built-up roofing. ^ SUBSTANCE: thermoelectric mat comprises heating member and heat-accumulation layer, which are placed in heat-resistant shell. The heating member is made as flat elastic electric heater of non-metallic material provided with electrodes along sides thereof. Thermoelectric mat also has control joint and heat-insulation member made as insulation material layer placed in heat-resistant shell and provided with end compensators, which are made of elastic material and connected with stiffening members. The stiffening members are mounted on heating member and are arranged in electrode location areas. Heating member has elastic water-proof heat-resistant compensator with area equal to that of flat elastic heater of 0.1-2.0 mm thickness. Lower shell is porous. Lower electrically isolated shell is made of glass tissue.
