ENCODING DEVICE, ENCODING METHOD, AND RECORDING MEDIUM

PROBLEM TO BE SOLVED: To reduce size of a transcoder to prevent image deterioration due to re-encoding.

SOLUTION: An encoding parameter multiplexing device 103 multiplexes a present encoding parameter and multiple generation encoding parameters contained in a history information into a video data supplied by a decoding device 102 and outputs it as a base-band digital video signal to an encoding parameter separating device 105. The encoding parameter separating device 105 selects the encoding parameter to be used for encoding to output as the present encoding parameter to an encoding device 106, and outputs the remaining multiple generations encoding parameters to a history encoding device 107. The encoding device 106 encodes the video data supplied by the encoding parameter separating device 105 with the present encoding parameter to generate a bit-stream, and multiplexes the bit-stream with user data which contains the multiple generations encoding parameters supplied by the history encoding device 107 as the history information and outputs them.
