PROBLEM TO BE SOLVED: To develop a multi-layer belt for an image forming apparatus that is more improved than the conventional one in terms of performance such as high surface resistivity, improved toner releasability, improved anticontamination, besides, wherein fluorine-containing polymer constituting a surface layer and elastomer such as urethane constituting an intermediate layer surely adhere each other, and reliability is obtained over a long period even in a severe operating environment such as a high temperature environment, and also, that can be easily manufactured at low cost. SOLUTION: The multi-layer endless belt for the image forming apparatus includes: the base layer; the intermediate layer containing the elastomer; and the surface layer composed of the fluorine-containing polymer. Adhesiveness improving treatment is applied on the adhesive surface of the surface layer. Regarding the multi-layer endless belt for the image forming apparatus including the base layer, the intermediate layer containing the elastomer, a binder layer, and the surface layer composed of fluorine-containing polymer, adhesiveness improvement treatment is applied on the binder layer of the multi-layer endless belt.
