A hydraulic turbine valve control device is provided to need no additional relief/unloading valves required for conventional fixed capacity type hydraulic pump, and to reduce the volume of the device by applying a variable capacity hydraulic pump of a plunger type. A hydraulic turbine valve control device comprises an oil tank(12), an oil cooler(14), a variable capacity hydraulic pump(10), a safety valve, a servo valve, a servo cylinder(30), an accumulator(32) and dumping and pressure reducing valves. The oil tank receives operating fluid. The oil cooler is installed inside the oil tank so as to cool the operating fluid. The variable capacity hydraulic pump is installed in an oil tank, and pressurizes the operating fluid and discharges the operating fluid to the outside. The safety valve is intermittently operated only when abnormal pressure is generated in a system. The servo valve controls a transfer passage, flow amount and pressure of the operating fluid. The servo cylinder controls opening and closing of a turbine valve. The accumulator is disposed on a pipe path branched from a pipe path connecting the hydraulic pump and the servo valve. The dumping and pressure reducing valves are respectively disposed on a return pipe path and a plurality of branch pipe paths.
