PROBLEM TO BE SOLVED: To postpone the start of second communication band assignment control until completing first communication band assignment control started earlier. SOLUTION: When the request for communication band assignment control based on narrow-area QoS control occurs while an access point 101 is executing communication band assignment control based on wide-area QoS control, a response for directing to perform the request again is made after prescribed time passes. When the request for the communication band assignment control occurs again after the active communication band assignment control is completed and the prescribed time passes, the communication band assignment control is executed.
