<P>PROBLEM TO BE SOLVED: To detect an abnormality instantaneously. <P>SOLUTION: A cellphone 20 receives identification signals from a plurality of IC tags 10A to 10C attached to the owner's belongings. If the owner is separated and an abnormality determination part 23 determines that at least one identification signal (information) is missing, it outputs an abnormality report signal.
