<p><P>PROBLEM TO BE SOLVED: To enable to perform progressive signal conversion appropriate for each kind of signals even when difference between a video signal based on a video transmission sequence and those not based on the video transmission sequence is ambiguous. <P>SOLUTION: A conversion device according to this invention estimates if an input interlace video signal is the video signal based on the video transmission sequence, and detects if an estimation result meets a first and a second standards. If it is detected that the interlace signal meets the first standard, the interlace video signal is converted into a progressive video signal based on the video transmission sequence. If it is detected that the interlace signal does not meet the first standard but meets the second standard, the interlace video signal is converted into the progressive video signal on a pixel basis.
