PROBLEM TO BE SOLVED: To provide a phased array antenna which has a plurality of variable phase shifter each configured by using a variable dielectric constant dielectric body whose dielectric constant varies with an applied voltage, and which reduces dispersion in dielectric constants of variable dielectric constant dielectric body layer, can be controlled by a single applied voltage, less deforms a beam shape even in beam tilt, and can maintain a high directivity gain. SOLUTION: The phased array antenna includes a power supply phase shifting unit with a layered structure formed by layering at least a ground conducting layer 134, an insulating layer 133, a propagation characteristic variable line 137, and variable dielectric constant dielectric body layers 138 in this order, The power supply phase shifting unit has a plurality of isolated variable dielectric constant dielectric body layers, and is structured such that open holes are formed perpendicularly to a principal side of the antenna from a start point of each variable dielectric constant dielectric body layer and openings are provided in a principal side opposite to the antenna side, and it is possible to uniformly inject liquid crystal to each variable dielectric constant dielectric body layer by injecting the liquid crystal via the openings.
