PROBLEM TO BE SOLVED: To divide and isolate a refrigerating machine and a cooling tower by every apparatus through a cooling water tank in a cooling water system at a condenser side of a refrigerating machine system. SOLUTION: An opening for allowing the cooling water to fall from a low-temperature water tank to an intermediate-temperature water tank is formed on a partitioning wall between the low-temperature water tank and the intermediate-temperature water tank, a shelf for guiding the cooling water flowing out from the opening of the low-temperature water tank is disposed between the partitioning wall between the low-temperature water tank and the intermediate-temperature water tank, and a partitioning wall between the intermediate-temperature water tank and a high-temperature water tank, a weir forming the waterfall for allowing the cooling water to fall to the intermediate-temperature water tank from the low-temperature water tank by difference in water levels between the low-temperature water tank and the intermediate-temperature water tank, is formed at a tip portion of the shelf, an opening for allowing the cooling water to fall from the high-temperature water tank to the intermediate-temperature water tank is formed on the partitioning wall between the intermediate-temperature water tank and the high-temperature water tank, a shelf for guiding the cooling water flowing out from the opening of the high-temperature water tank is disposed between the partitioning wall between the low-temperature water tank and the intermediate-temperature water tank, and a partitioning wall between the intermediate-temperature water tank and a high-temperature water tank, and a weir forming the waterfall for allowing the cooling water to fall to the intermediate-temperature water tank from the high-temperature water tank by difference in water levels between the high-temperature water tank and the intermediate-temperature water tank, is formed at a tip portion of the shelf.
