PROBLEM TO BE SOLVED: To provide a conductive roller which serves for superior charging, even when it is used as a conductive member for an electrophotographic method over a long period, without causing a tube to shift from an elastic body, even when the difference between a tube inside diameter and an elastic body layer outside diameter is small, a process cartridge capable of preventing image defects due to charging defects over a long period, and to provide an electrophotographic device. SOLUTION: The conductive roller 100 has a cored bar 1, an elastic body layer 2 arranged at the outer peripheral surface of the cored bar, and the tube 3 covering the elastic body layer, with the tube that is a seamless tube, containing thermoplastic elastomer and an inorganic compound provided in between the elastic body layer and tube.
