<P>PROBLEM TO BE SOLVED: To provide a device for forming a dielectric line being capable of optimizing a circuit section and having high general-purpose properties, a pin structure and a high-frequency circuit. <P>SOLUTION: The dielectric line is formed in an cooperation by first and second conductor layers 6 and 7 and a plurality of control pins 2.
