PROBLEM TO BE SOLVED: To provide an information recording and reproducing device which controls floating height of a head to an appropriate value, a head floating height control method and a head floating control method. SOLUTION: An information recording and reproducing device comprising a head 41 which performs information recording or information reproduction to a recording medium, includes; a drive section 43a which changes floating height of the head 41 to the recording medium based on the first driving method; a drive section 43b which changes floating height of the head 41 to the recording medium based on the second driving method different from the first driving method; a floating height measurement section which measures the floating height of the head 41; a control section which controls drive sections 43a and 43b based on the floating height of the head measured by the floating height measurement section.
