PROBLEM TO BE SOLVED: To provide a terminal equipment management system and method for managing the use state of a specific user assigned to a terminal, and for reducing a risk that the information of a user leaks, and to provide a monitoring device and a program. SOLUTION: An audio object information including user information and terminal information is preliminarily stored in terminal equipment 1, and user information is collated with a log-in name input in the case of log-in to a mail server 2 by an audio processing part 13. When the collation results are matched, connection information 4 is generated by adding the connection time to the audio object information. An audio processing part 13 transmits the generated connection information 4 to a monitor part 3, and the monitor part 3 which has received the connection information 4 stores the connection information 4 as log information, and when the past log information is stored, updates the stored log information.
