PROBLEM TO BE SOLVED: To provide an electrostatic atomizer and an electrostatic atomization system capable of reducing noise in operation and discharging a charged liquid fine particle without disturbing the stream of ionic wind. SOLUTION: The electrostatic atomizer 14 comprises a discharge electrode 2, a liquid supply means 1 for supplying a liquid to the discharge electrode 2, a counter electrode 4 arranged to face the discharge electrode 2, a container 3 housing the discharge electrode 2 and the counter electrode 4 inside and a voltage impressing part 5 for impressing high voltage between the discharge electrode 2 and the counter electrode 4. In the electrostatic atomizer 14 for passing and discharge the charged liquid fine particles M from the distal end of the discharge electrode 2 through the counter electrode 4, a sound absorbing duct 7 provided with a sound absorbing part 6 is formed on the tip part of the container 3 and the charged liquid fine particles M is discharged to the outside through the sound absorbing duct 7.
