PROBLEM TO BE SOLVED: To add the degree of importance to a playback section decided as "playback to carefully view a searched video section", removing "playback to confirm an approximate position in the video presently viewed, when searching a video section desired to view" by detecting an operation group of "searching a video section desired to view" from a preview log, a video operation history of a user. SOLUTION: An apparatus and a method for adding the degree of importance based on the video operation history includes a means 103 for detecting an attention video search operation group, includes a minimum search operation group detection means 401 for detecting a minimum search operation group of a minimum unit existent in an attention video search operation group from the preview log of the video operation history of the user; and a search operation group decision means 402 for deciding the attention video search operation group by deciding operations before and after the minimum search operation group based on features of the attention video search operation group using the detected minimum search operation group as a base point.
