PROBLEM TO BE SOLVED: To provide a communication management system or the like for managing a communication state in a way capable of adjusting between a substantially appropriate communication state and an actual communication state. SOLUTION: In the communication management system 100, a first processing section 111 discriminates the presence/absence of a prescribed event. Further, a second processing section 112 transmits a signal for instructing switching of communication lines to an external communication management system 200 depending on a result of the discrimination by the first processing section 111 when the event takes place by using a communication function of a communication unit 102.
