PROBLEM TO BE SOLVED: To provide a valve timing adjusting device capable of improving response speed of a phase conversion to at least one delay angle side of an exhaust valve and an intake valve. SOLUTION: The valve timing control device is equipped with a housing member 2 which is a driving side rotational member for rotating with a crankshaft 2, a rotor member 3 for rotating with a cam shaft and assembled relatively rotatably with the crankshaft 2 within a predetermined relative rotation displacement range, a lead angle assist spring 5 having urging force for urging the rotor member 3 toward a lead angle direction with respect to the housing member 2, and a return spring 11 with one end engaged with the housing member 2 and the other end engaged with the rotor member 3 for urging the rotor member 3 with respect to the housing member 2 toward a delay angle direction resisting the urging force of the lead angle assist spring 5.
