The present invention relates to proton conductive polymer composite membranes comprising surfactants to contribute to homogeneous distribution of inorganic fillers and to form peculiar microstructures, and inorganic fillers to induce various improved membrane properties, and fuel cells comprising the same. In particular, the present invention relates to proton conductive polymer composite membranes including surfactants such as copolymers of polyethylene oxides and/or polypropylene oxides and oligomers of polyethylene oxides and/or polypropylene oxides; and inorganic fillers such as inorganic oxides, heteropolyacids, or mixtures of inorganic oxides and heteropoly acids.
