PROBLEM TO BE SOLVED: To provide a two-color type rotary particle-including capsule in which two-color type rotary particles (twist balls) rotate. SOLUTION: The rotary particle-including capsule 1 comprises forming a silicone oil layer 3 on peripheral surfaces 15 of the twist balls 2, forming a transparent film layer 4 constituted of a transparent oligomer on a peripheral surface 16 of the silicone oil layer 3, and forming a capsule wall 5 on a peripheral surface 17 of the transparent film layer 4.
