PROBLEM TO BE SOLVED: To provide a substance dispensing device having means for preventing or minimizing an unintentional loss of a substance. SOLUTION: A device 1 includes: a pump 6 which is connected to the inside of a substance container 5 and operable so as to dispense a quantity of the substance through a nozzle 10; and an operation button 9. The device 1 also includes a closure member 20 which is operable to close or open a nozzle outlet or an absorbent pad on which an initial quantity of the substance is piled up and then removed to enable normal operation of the device 1. When the closure member 20 is used, a means for applying force to that member so as to ensure effective closure of the nozzle outlet may be provided. The substance emerging from the nozzle 10 is received within a shroud 13 for confining the dispensed substance to a designated target area, and which may also function to position the nozzle 1 at a suitable distance from the target area.
